Firefighter/Engineer/Paramedic FLSA

Job Summary

To perform fire extinguishment, fire inspection, advanced emergency medical procedures, safe and efficient operation of all Authority apparatus and equipment, inspect and maintain apparatus and equipment, cleans and maintains buildings and grounds and to perform related work assignments as required by higher ranking officers.

Duties and Responsibilities

Essential Job Functions

  • Respond to fire alarms, takes command and directs all operations until relieved.
  • Provide advanced emergency medical procedures.
  • Efficiently & safely drives and operates Authority apparatus and equipment to emergency and non-emergency calls.
  • Responds to fires, ambulance calls or to the station after normal work hours when called or paged by the Authority’s dispatch center.
  • Sets up necessary ladders, lighting, and ventilation as required.
  • Monitors the engineer’s panel and makes proper adjustments.

Assistant Inspector/Firefighter/EMT FLSA

This Job Reports to: Deputy Chief

Job Summary

Primary job duties include performing a variety of difficult and specialized building and fire protection equipment and systems inspections involving the exercise of independent judgment and initiative. Provides technical advisory services to the general public. Ensures code violations are corrected and follows up with legal action as required. Interprets codes and model standards. Attends meetings and conferences. Prepares reports and composes correspondence. Performs related work as required. Duties are performed under general supervision. Duties require; significant amounts of walking; standing for long periods; climbing stairs; and working during inclement weather.

Secondary job duties include performing fire extinguishment, emergency medical procedures, safe and efficient operation of all Authority apparatus and equipment, inspect and maintain apparatus and equipment, cleans and maintains buildings and grounds and to perform related work assignments as required by higher ranking officers in between inspections or in instances that the Executive Director deems necessary.

Duties And Responsibilities

  • Conducting various types of inspections and plan reviews to ensure compliance with fire and building codes and related laws and ordinances in new and existing buildings.
  • Maintains clear and concise records of public education programs, and inspections.
  • Investigates complaints related to fire code violations such as illegal burns and accumulated waste presenting a fire hazard. Meets and discusses violations with individuals, and issues citations as necessary.

Firefighter FLSA: Exempt

This Job Reports to: Fire Lieutenant

Job Summary

To perform fire extinguishment, rescue, salvage, ventilation, emergency medical procedures when trained to do so, vehicle extrication, hazardous materials procedures, safe and efficient operation of all Authority apparatus and equipment when trained to do so, inspect and maintain apparatus and equipment, cleans and maintains buildings and grounds and to perform related work assignments as required by higher ranking officers.

Duties and Responsibilities

  • Provides emergency medical procedures to level of liensceure.
  • Efficiently & safely drives and operates Authority apparatus and equipment to emergency and non-emergency calls.

Cadet FLSA: Exempt

This Job Reports to: Training Officer

Job Summary

Cadet is a non-paid position and is the starting point in becoming a firefighter. At this position no guarantee of future employment is made. Cadets are covered under the Authority’s workman’s compensation insurance for injuries occurring only during training sessions approved by the Authority. Costs for any training shall be born by the Cadet. Upon completion and state certification of the Academy the Authority will reimburse the Cadet for the costs of the class and any books. Cadets are not paid to attend any training classes. Cadet firefighters enrolled in an Authority approved training academy and may respond to an emergency scene to observe and for training purposes.

Duties and Responsibilities

  • Respond to fire alarms and other emergency and non-emergency scenes driving only in a non-emergency mode.
  • Be enrolled in an Authority approved MFFTC fire academy.
  • Be physically and mentally fit.

  • Performs ancillary duties/tasks as directed by Authority officers.
  • Maintains a passing grade or percentile in the class.
  • Reports to classes or training sessions on time.

Administrative Assistant

Position Summary

The Part-Time Administrative Assistant provides administrative and clerical support to SHAES. This position assists with record keeping, data entry, communications, scheduling, financial tracking, and other administrative tasks that ensure efficient daily operations of the department.

Essential Duties and Responsibilities:

General Administrative Support

  • Perform general office duties including answering phones, managing correspondence, filing, data entry, and scheduling
  • Maintain organized and efficient digital and physical records.
  • Prepare letters, memos, reports, and other documents as requested.

Payroll and Human Resources Support

  • Process timekeeping and maintain accurate timekeeping records. Submits timekeeping records to City of South Haven Payroll Clerk for payroll processing.
  • Assist with personnel scheduling.
  • Prepare and maintain new hire paperwork and personnel files.
  • Assist with advertising open positions, scheduling interviews, and onboarding new employees.
  • Assist with employee insurance and benefits paperwork. Communicates changes in employee coverage to City of South Haven Payroll Clerk in a timely manner.

Financial and Procurement Support

  • Input and track purchase orders and invoices.
  • Works with City of South Haven’s Deputy Finance Director on all accounts payable and accounts receivable.
  • Order and maintain inventory for EMS supplies, uniforms, turnout gear, and office supplies.

Reporting and Compliance

  • Prepare and submit SHAES monthly and annual reports.
  • Submit NFIRS/NERIS (National Fire Incident Reporting System) reports monthly.
  • Assist with incident report QA and record management.
  • Maintain MSDS (Material Safety Data Sheets) and ensure workplace safety postings are current.
  • Complete OSHA annual reporting requirements.
  • Support compliance with all workplace safety and documentation standards.

Community and Program Support

  • Assist with planning and logistics for department fundraisers and community outreach events.
  • Provide administrative support for grant applications, documentation, and reporting.
  • Schedule smoke alarm installation appointments and short-term rental inspections.

Qualifications

Education and Experience:

  • High school diploma or equivalent required.
  • Minimum of 2 years of clerical or administrative experience, preferably in a municipal and/or public safety.

Knowledge, Skills, and Abilities:

  • Proficiency with Microsoft Office Suite (Word, Excel, Outlook, PowerPoint) and basic database management.
  • Excellent organizational skills and attention to detail.
  • Strong written and verbal communication skills.
  • Ability to maintain confidentiality and handle sensitive personnel and patient information (HIPAA compliance required).

This Job Reports to: Executive Director

Job Summary

To perform primary assigned duty for the placement and removal of beach advisory flags located on City of South Haven Beaches. Secondary duties will be to assist SHAES personnel as directed and as it falls within
the scope of training for each intern, assisting on emergency calls when trained to do so, operation of select Authority equipment as directed by SHAES staff and when trained to do so, cleans and maintains buildings and grounds and to perform related work assignments as required by higher ranking officers.

Plan/Policy for Scheduled Firefighters

Problem:

Decreased response of firefighters for still and general alarms. Currently, when a still alarm is requested, the expectation is to have 2-5 paid-on-call firefighters respond to assist with the emergency. Over the years, the hourly rate has been increased to provide additional incentive for participation. However, this has not produced lasting change.

Purpose:

The goal is to provide the community with consistent and reliable response from our paid-on-call firefighters. A secondary goal is to assist firefighters with meeting their yearly call response requirement by allowing them the opportunity to schedule duty times.

Scope:

Employees working under this program shall be utilized as firefighters to provide manpower for a wide variety of emergencies in which a still alarm would be requested. This is not intended or to be used in lieu of a still alarm, but to provide reliable and rapid manpower for emergency scenes..

Job Title: Part-Time Firefighter

Fair Labor and Standards Act: Exempt

Reporting Relationship

  1. While on-duty and station and non-emergency events, Captain or Officer-in-Charge.
  2. When off-duty, Fire Lieutenant

Duties and Responsibilities:

  1. Respond to fire alarms, vehicle extrications, hazardous materials, and other emergencies as directed by the Captain or Officer-in-Charge
  2. Efficiently operate Department firefighting equipment
  3. Set up necessary ladders, lighting, ventilation, salvage, and hose streams as directed
  4. Lift, or assist in lifting victims or patients in hazardous and non-hazardous environments
  5. Prepare reports to higher ranking officers as required
  6. Assist in performing apparatus, building, and equipment checks
  7. Assist in keeping assigned fire station in a clean and orderly condition
  8. Assist in keeping apparatus in a clean and orderly condition
  9. Abide by the Department’s Privacy Policies

Working Conditions:

  1. Work is frequently performed in a commercial garage setting when not on calls or outdoor assignments.  Work performed in these cases would be routine building and grounds maintenance and upkeep of apparatus and equipment. 
  2. Work is commonly performed in hazardous emergency situations in all types of environments.
  3. Employees performing essential job functions often physically exert themselves beyond average and normal modes of a daily work environment
  4. High amounts of physical and mental stress are often associated with this type of work.

Eligible Employees:

Any currently employed, non-union, certified Firefighter I & II is eligible to sign up for shifts. No medical license is required. Employees with a medical license will not be utilized for ambulance operations unless there are extenuating circumstances such as multiple medical calls for service or a MCI.

Assigned Station:

Employees functioning under this program will be stationed only at Station 3.

Shift Scheduling:

  1. A calendar shall be posted in the report room at Station 3 to allow eligible employees to sign up.
  2. To start, targeted days shall be Thursday, Friday, Saturday, and Sunday.
  3. A maximum of two spots shall be available during each day. 
  4. Shifts shall run from 0800-2000. 
  5. The sign-up calendar for the upcoming month shall be posted seven calendar days prior to the first day of the upcoming month.  During these seven days, all eligible employees may sign up for one shift.
  6. After the first of the month, any employee may sign up for all open shifts for the remainder of the month. 
  7. There is no preference or consideration given for rank or seniority.  Sign-ups during both time periods are on a first-come, first-served basis.  Call-in sign-ups are currently not allowed.
  8. In accordance with Policy 932: Nepotism and Conflicting Relationships, employees are not permitted to sign up for shifts when a relative is already scheduled to be on duty.

Pay:

The expectation for this program is for employees to be on station during their shift. This will allow for faster, more efficient, and safer suppression activities by arriving with the fire apparatus. To compensate employees for this, employees shall be paid for all hours spent on station at the current pay rate.

Expectations While on Station:

Employees on shift are expected to participate as members of the duty crew. Shift responsibilities include assisting with apparatus checks, station cleaning, shift training, meal preparation, and any other job assigned by the Captain or Officer-in-Charge. Employees functioning under this program are not to be given jobs or responsibilities that a union member would not be given.

Employees functioning under this program are permitted to use their downtime in accordance with applicable policies.

Meals:

Employees functioning under this program are not required to bring their own meals unless they choose to do so. Local 2658 has allowed part-time employees to eat meals normally funded by the Collective Bargaining Agreement food allowance. To compensate Local 2658 for the added employees, South Haven Area Emergency Services shall pay, on a separate check, $20/part-time firefighter per day.

Oversight:

Captains shall provide oversight to ensure all employees are following this program to include, but is not limited to scheduling, conflict and complaint resolution, and necessary disciplinary action.

Other Expectations:

Employees signing up for shifts shall treat this as any other part-time job and are expected to follow all applicable policies and procedures including, but not limited to:

  1. Policy 902: Reporting for Duty
  2. Policy 919: Personal Appearance Standards
  3. Policy 920: Uniform Regulations

Absence From Work:

In the event that an employee functioning under this program is unable to report for duty, that employee is expected to call Station 3 and report this as soon as possible.

Should this occur more than three times in a three-month period, then Procedure 102: Progressive Discipline shall be followed and shall be limited to the offending employee not being permitted to participate in this program for a period of six months since their last offense. 

In the event that an employee needs to leave prior to the end of their scheduled shift, they may do so after notifying the Captain or Officer-in-Charge.

Should this occur more than three times in a three-month period, then Procedure 102: Progressive Discipline shall be followed and shall be limited to the offending employee not being permitted to participate in this program for a period of six months since their last offense.

Response:

While on-duty, employees functioning under this program shall follow the direction of the Captain or Officer-in-Charge regarding response.  The expectation is for these employees to ride on the responding apparatus, don the appropriate PPE before and during the response, utilize all applicable apparatus safety devices, and be prepared to immediately perform all necessary firefighter activities upon arrival to the emergency scene. 

Should the response be medical in nature, unless there is a need to additional manpower during transport, efforts should be made to return employees functioning under this program to Station 3 as soon as possible.

Still Alarms:

 A still alarm shall still be requested through the South Haven Information Center if the response dictates. The number of personnel needed on the still alarm may be reduced at the discretion of the Captain or Officer-in-Charge to meet the standard of two to five paid-on-call firefighters.
